If they put Hearts, Hibs and Spartans into the North-East section they'd need to put 3 of the Stirlingshire clubs into the SW section. It could also be a bit odd to have Edinburgh clubs in the NE section while having Livingston, Berwick and various Stirlingshire clubs in SW. Done the way I suggest puts Northern, Angus, Fife and Stirlingshire clubs in one and Strathclyde, Lothians & Borders and South-West clubs in the other. But I suppose it's not impossible they might want to manipulate the sections to make it more likely for Hearts, Hibs and Rangers to make the sharp end. Worth adding that Spartans, from Edinburgh, were in the SW section last season albeit R1 was drawn before they'd played their Preliminary v Threave. And it's true to observe that you'd be only splitting Stirlingshire down the middle if you put the Edinburgh clubs in the NE section.
