Apparently that site is registered to ZeniMax Media, the company that owns Bethesda but there is also evidence that suggests it may be a hoax. The business-y stuff about it screams hoax...BUT...today Bethesda filed a European trademark for Fallout 4 so its looking like maybe it is legit.
