around this time of year,when theres a relatively healthy backlog of fixtures,the league usually publishes a big list of rearranged fixtures dates,anyone got any ideas when this is likely to be published?its just ill need to make plans.....

Midweeks can start from the midweek after the 2nd Saturday in February, IIRC, so probably not too long.
EDIT: They might wait till after next weekend's Scottish Cup ties since there are First Division games down for QF day.

I heard there are to be no rescheduled games next week as the refs are away on their annual smoker to Spain ( in the guise of a training camp

From our OS yesterday:-
Following the postponement of Saturday’s home game with Dumbarton, the ‘Loons’ now have three outstanding fixtures which will still have to be played in midweek
This means, of course, a substantial reduction in match day income to the club through the loss of sponsorship and hospitality at the home games.
Dates for the home fixtures with East Fife and Dumbarton as well as the away local derby with Arbroath are likely to be announced by the SFL this week with the first batch of games scheduled for Tuesday the 14th of February according to the rule book.
No SFL matches can be re-scheduled for next midweek as the Grade One referees are off on their midwinter training break in Spain, the few officials not making the trip required for duties at the two SPL fixtures scheduled.

Expect to hear from the SFL tomorrow or Thursday at the latest with regards to the rescheduled fixtures.
As above, definitely no midweek games w/c 6 February.
I fear the long term weather forecast for the remainder of February will play havoc with the rescheduling.

It surprised me when the clubs voted to move the starting point back 2 weeks a few years back. However... I guess they wanted them done quicker for ŁŁ (or in case February is bad) and to have fewer midweeks in April, when the crunch games kick-in, which was a traditional managerial bug-bear.
Downside is that midweeks in February are typically less pleasant than March.

Saying that , the refs are doing their bit by biting into February with their annual piss up ! So leaving only 2 and a half weeks. Chances are these weeks will be frozen out , so we will be back to March anyway !

Refs trip was the midweek before SFL resumption last season too... I remember the same gripes
!!
However, in a 'chicken-and-the-egg' manner... what came first? Has SFA said they'll always schedule the trip for the midweek before the 2nd Saturday in February, so SFL set their rules accordingly; or did SFL set their rules, so SFA arranges the trip a week beforehand?

Who knows, but one thing is for sure......This is the only time both organisations co-ordinate with each other !!

There must be a reason they do it, though, particularly moving the start-point back from the start of March a few years back. Is it cashflow; in case February-March is also bad; keeping April-May lighter?

I would guess it probably is and I can understand that. But a freezing cold night just does not appeal. And if it doesn't appeal to a regular how does it look to the occasional fan ?
