I think if any team on the planet has a right to claim points for this as a football song, then it is probably Glasgow Rangers. It is ridiculous to suggest that every clubs fans came up with this song around the same time following deeply contemplative study of either colonial or anti-colonial tunes.

Does it even matter who sang it first?

American Civil War, not the Revolution. There is absolutely no evidence that Rangers or the "Billy Boys" came up with it first.
