At the end of every season they look at the 44 teams who are to make up the 2 divisions and the 22 furthest North go in there, and the 22 furthest south go there. Some clubs will always be in the same area, but others fall into what are classed as border counties, which basically lie in a line from South Wales in the West to The Wash in the East. In theory it means a team could swap divisions year to year depending on who is promoted and relegated to and from the Conference National.

That's the same rationale that was applied to the old Third Division North & South, "border" teams moving north/south depending who went up to/came down from the second division.

Mind you a 600 mile round trip for Workington in what is supposed to be a regionalised league seems a bit much, but I suppose that's the way things worked out this season.
