i think i can recall that the police did go into the Rangers end and arrest a few supporters for some chanting.

Would that be the home or away fans you are talking about from that stand. If I'm right (and it's been decades since I've been at Parkhead) but that is where the away support is housed is it not?

Yup. For me that's a bit of banter and certainly nothing malicious. If this is the sort of 'crime' that Fife Police are gonna be clamping down then they are going to be driving a lot of people away from the game.
