After a titanic struggle to decide by a vote how to decide promotion and relegation from the C and B divisions it was finally decided after 3 votes.Outcome of the AGM was as follows:

Award of Fair Play trophies: Both won by Kelso Thistle

Winton have withdrawn from the B division but retain their membership of the BAFA which allows them to re-enter next season albeit in the C Division.

Admission of clubs – Hearts of Liddesdale and Dunbar Utd Ams both accepted in C division

Formation of Leagues: 3 leagues of 12 clubs. A Div status quo, B Div increased to 12(2 down), C Div status quo(4 up and 2 new clubs)

A Div: Relegated: Stow and Hawick Utd
B Div: Promoted: Gordon and Jed Legion Relegated: Gala Hotspur and Kelso Thistle. Winton withdraw.
C Div: Promoted: Chirnside Colts,Gala Utd, Linton Hotspur and Earlston Rhymers. Admitted: Hearts of Liddesdale and Dunbar Utd Ams.

Alterations to Constitution:
30. In all league matches and cup ties an official of the respective teams shall, not later than the beginning of the game, hand to the referee team lines, in duplicate, containing the names (Christian names in full) and home addresses of the players in their team. Any player signed within four days of a match in which they take part must be clearly indicated as a new signing on the team sheets. The referee shall, after signature, exchange one copy with the respective officials, before the game begins, and forward the remaining copy, together with the result of the game to reach the Match Secretary no later than the third day (excluding Sunday) following the match. Numbers must be worn on players' shirts and must be recorded accurately on the team lines. Each offence shall incur a £5 fine up to a maximum of £25. Should a player be found to be ineligible and not indicated as a new signing by his club, Rule 41 shall apply.

38b. Any player who is registered with the SFA and/or has played for a club in membership of the SJFA, EOSFA and SOSFA (or similar level) in the current season, cannot play for a club in membership of the Borders A.F.A. during that season until a period of 14 days has elapsed from the date of the player having cancelled his registration with the SFA and/or played his last game for the club in membership of the SJFA, EOSFA and SOSFA, (or similar level).

Four up from the C Division is interesting but since all 4 are good teams it should make the B Division a competitive one.

There were 2 proposals of a)2 up and no relegation and b)4 up 2 down. I was surprised that there was no proposal of 3 up and 1 down from the Hotspur representative. After the first (botched!!!) vote it was suggested by other clubs but knocked back as it had not been proposed initially. At one point it did look like the clubs had voted for 2 up and no relegation but there was a recount and the votes somehow changed!Posted Image Very strange.

Yeah i believe they are from Newcastleton, from what i heard on this forum they are supposed to be a really good team.

Which is fair enough... for the duration of time it expressed the EOS alone, it was probably discriminatory, and would most likely have been ruled as out-of-order had anyone appealled to the SAFA and/or onto the SFA. The rule rule now encompasses anyone playing outside Amateur or Welfare football. As it is, I still think it's a pretty poor rule... just applying a restriction on players who may want to play at higher level... + the BAFL would suffer if the EOS etc. began to apply similar rules in reverse. But, it exists, so end of story!!

Linton withdrawing must have made things a lot easier - as retaining divisions of 12 is presumably far less contentious than having to boost any up to 13 would have been. Hearts of Liddlesdale currently play in the Cumberland County League (in England) which is pretty decent standard I'm told.

Regarding question of 4-up-2-down or 2-up-0-down... I'm astonished no-one proposed 3-up-1-down either!! Still it rewards clubs who finished high.

It is maybe just as well the vote was in favour of 4 up, if it had been 1 down 3 up the outcome of the Linton Hotspur v Bowholm game which did not take place would have decided who went up, Linton or Earlston, as it is this vote avoided a potentially tricky situation. I have always said that teams should try to achieve as high a place as possible in their leagues(they should be anyway!) even when the top two places are settled. You just never know when you might be promoted even in fourth place.

i dont think you can ever not relegate 2 teams everyone knows that if your in the bottom two teams at the end of the season you havent been good enough to stay in that league so it should always go to the teams who have just missed out on promotion but thats just my view?

Linton came 3rd though so how would the game against Bowholm affect things? Even if they'd been pumped 0-10 they still would've kept their position in the league. From what I've been told on the matter, both teams knew this.

they could have maybe deducted them points, thats the only way they would have finished below earlston ;)

I think you are spot-on there, Leeb. Everyone in the Leagues know that if you finish in the bottom two positions, you stand the chance of being relegated. The only exception is if you have no leagues below you !!! It's even better to hear that coming from someone who plays for one of the relegated clubs. A realistic point of view. The teams that were promoted were the best teams in the C Division and deserve the chance to see how they fare in the B Division. Good luck to all, the doon-ees as well as the up-ees !!!

P&B wasn't specifically mentioned, as I recall. Wilma was the person who kept an eye open on the forum sites. I don't think any of the Executive monitor it, although word often filters down to them. Mind you, with all these nom de plumes, it could be anybody who is out there !!! Posted Image
