Having seen the picture of 'her' in the article, I'll be rather surprised if 'she' doesn't have a pair of balls.

Not quite. Only a very, very small percentage of all people born are actually born as 100% absolute male or absolute female, purely hormonally speaking of course.

This varies in massive degrees, to the point of Hermaphroditism.

The athlete in question may have female genitalia, even fully believe herself that she is a female, yet there is a distinct possibility that there is an imbalance which is producing more testosterone than is normal. There is also the possibility that she may have been born hermaphrodite and this fact has been hidden to her.
